Why do stars think that its okay to wear boots in hot weather?

If your shirt or dress is sleeveless thats a good hint that its time out for boots. I only see celebrities doing this crap. How can it be 90% outside and your wearing some long hot sweaty boots. Not to mention that it does nothing for the dress.
